摘 要
【摘要】国务院根据党的十七大和十七届三中全会精神决定从2009年9月起开展新型农村社会养老保险试点工作，简称新农保。新农保是实现党中央提出建立覆盖城乡居民的社会保障体系的重要举措，是应对促进消费、拉动内需的又一重要举措。对于我国这样一个农业大国来说，农村人口达8亿，解决农民的养老问题成为健全农村社会保障体系的关键，新农保政策将成为解决这一问题的重要途径。本文主要研究我国新农保政策的内容、优越性、实施过程中存在的问题以及解决办法，为更好的解决农民养老问题提供路径。本文采取了定性的研究方法和对比的分析方法，初步思考和分析了新农保政策实施过程的各种问题和解决措施。
