摘要 提升村干部的素质和战斗力,是推动乡村振兴高质量发展的必由之路。2017年以来,泰州市通过实施“雁阵培育计划”,与现有村干部管理制度双向嵌入,探索构建选拔、培育、考核、管理“四位一体”的链式培养机制。一定程度上提升了村干部队伍建设的科学性,但依然面临履职服务能力不强,角色界定不清晰和岗位吸引力不足等突出问题。通过对“泰州经验”的总结和反思,强化村干部队伍建设,要着力于建立统一的村干部管理制度,推动农村干部职业化,探索决策和执行适度分离。

Abstract Improving the quality and combat effectiveness of village cadres is the only way to promote the highquality development of rural revitalization. Since 2017, Taizhou has implemented the “Wild Goose Cultivation Program” and embedded it with the existing village cadre management system, exploring the construction of a chaintraining mechanism for selecting, nurturing, assessing and managing the “four in one”. To a certain extent, it has improved the scientific nature of the construction of village cadres, but it still faces outstanding problems such as weak performance of service performance, unclear definition of roles and insufficient attraction of posts. Through summing up and reflecting on the “Taizhou experience”, this paper believes that to further strengthen the construction of village cadres, we must focus on establishing a unified village cadre management system, promoting the professionalization of rural cadres and exploring the appropriate separation of decisionmaking and implementation.
