　　对于签证官是否发放美国签证给留学签证申请人，签证官的核心思路定义为一个中心，三个基本点，这个中心，就是 “ 移民倾向 ” 在 911 之后产生的一个中心，是否申请了 “ 敏感专业 ” 。

另三个基本点为：

　　从众多申请人对各位签证官的评价中，我们可以清楚看到虽然签证官们有不同的个性，问问题的方式千奇百怪，然而变来变去，只有一定之归，就是要查证你的话是否属实，你是否具备拒签条件。

　　签证，签证官，本来就不神秘，他们和每一个正常的外企人员一样的工作，生活，只是由于他们工作的特点略显独特，导致了中国人对他们的无穷无尽的猜测，再加上各种 “ 水车 / 杀手 ” 之类的别称，和一些流传的无法考证的签证官故事， “ 签证官 ” 几乎成为了一个 “ 不讲道理，随意裁决，没有原则 ” 恶魔的代言词，成为了中国人前往美国的最大公敌。
