摘要随着信息技术和网络技术飞速发展，人们对信息系统提出了新的需求，主要体现在对框架结构和服务平台集成化的需求，以及操作维护迅捷化、远程化的社会需求等。于是结合网络信息开发的方法渐渐成为主流，信息系统正向着网基信息系统(Network-based Information System的方向发展。这种大背景下，在知识密集型单位建立和优化科技管理信息系统具有重要的现实意义。系统研究了管理信息系统（MIS）的概念、开发方法、运行模式以及体系结构，分析了传统管理信息系统存在的问题。详细介绍了ASP技术，深入探讨了基于Web的管理信息系统工作原理，对适合系统设计的Web技术和数据库作了优选。综合运用Web和数据库设计技术，提出了一种适合于科技部门应用的五层管理信息系统模型。针对系统作了详细的需求分析，经过抽象得出科技部门通用的三大基本功能模块：报表模板、信息发布与在线交换模块和科技信息数据库管理。阐述了对系统有着支持性作用的科技信息数据库，并从其功能、结构、选型上进行了设计。此外还根据数据库范式理论分析了部分数据库表的结构，并给出一组实用数据库表的定义；利用数据库视图、触发器技术实现了系统中约束规则在数据层与应用层的合理划分。关键词：管理信息系统，浏览器/服务器结构，动态服务网页,设计模式，数据字典 Abstract with the rapid development of information technology and network technology, people put forward new demands on information system, mainly reflected in the frame structure and service platform of integrated operation and maintenance requirements, and faster, remote social demands.
