欧洲国家海关规定及清关规定

France (FR) 法国

基本介绍

法国位于欧洲西部，地理位置得天独厚，拥有异常丰富的自然与文化遗产。面积为55.1602万平方公里

（包括科西嘉岛）。法国三面邻海，是西欧面积最大的国家，地中海上的科西嘉岛是法国最大岛屿，通

用货币为欧元，首都巴黎也是欧洲重要的政治经济中心。

Customs Specifications 清关详细

1 - Shipments from companies to companies are considered as low value (free of duty and tax),

      if valued under 22 euros. If valued over 22 euros, duties and taxes will be assessed. Same

      limits are applied from private individuals to companies or companies to private individuals。

      如果货物是公司发给公司，在申报价值为22欧元(每票计算，而不是每件)，如果申报价值大于22欧元的话，

      海关就会估值和征税。公司发给个人或者个人发给公司也同样适用以上的规定。

2 - Shipments from private individuals to private individuals are considered as low value (free of

      duty and tax), if valued under 45 euros. If valued over 45 euros, duties and taxes will be assessed.

      如果包裹是个人发给个人，申报价值在45欧元以下的话，属于低价值；申报价值在45欧元以上的话，属于高价

      值，海关就会征税。

3 - Alcohol and Spirits/ drinks (without alcohol): only samples are accepted if sent in limited

      quantities and value (under 22 euros).

      酒类和酒精类的饮料，仅仅接受样品，而且申报价值在22欧元以下。

4 - Leather goods: a CITES document is mandatory for endangered species protected by the

      Washington Convention.

      毛皮类的商品，所有被华盛顿公约保护的濒危物种都需要CITES证件

      ( CITES全名为Convention on International Trade in Endangered Species of Wild，本公约于一九七三

      年四月三十日以前在华盛顿开放签署,中国和法国都是该条约的缔约国，目前中国CITES的签发机构是中华人

      民共和国濒危物种进出口管理办公室)

5 - Medecines without prescription are prohibited to private individuals. Shipments must be valued

      under 45 euros. An import license is required from the consignee.

      没有说明的药品严禁邮寄给私人，如果邮寄给私人，申报价值最好在45欧元以下，收货人需要进口许可证

6 - Non perishable and canned foodstuffs: Only samples are accepted if sent in limited quantities

      a value less than 22 euros or 45 euros..

      不可腐烂和密封的食品，仅仅接受样品，个人对个人--价值要在45欧元以下，公司参与的-申报价值要在22欧元以下

7 - Shoes, Textiles (unfinished & finished), Fabrics: if the value of the shipment is 22 euros or

      greater, a certificate of origin is required from the shipper. A pictogram is mandatory on shoes

      for all origins and any value, even for samples.

      鞋类/纺织品/布样，如果价值在22欧元以上的话，发货人需要原产地证明。所有鞋类都需要提供象形图，任何鞋

8 - All video games (devices as well as software) must be accompanied by a test label, detailing

      precautionary statements.

Germany 德国

基本介绍

Customs information 清关详细

1 - For shipping within the EU no paperwork is required.

      在欧盟范围内，不需要纸面的文件

2 - Airline tickets: an invoice is required if valued over 22 euros.

      航空机票，如果票面价值超过22欧元的话，必须提供发票

3 - Alcohol and Spirits: Invoice must state the alcohol percentage in litres per bottle

      and, if sweetened, the percentage of sugar. Beer samples are subject to high duties and

      taxes depending on the quantity and percentage of alcohol.

      酒类和饮料，发票上必须写明酒精的含量，如果是甜味的，必须写明糖的含量，啤酒的样品将会有高

      额的税费（德国的高价值货物一般会征收以下几个税种：关税，增值税。化妆品/金银首饰/酒类会

      有高额的消费税。德国的增值税一般都是固定的19%）

4 - Chemicals: a detailed description of the goods is required.

      化工品需要一个详细的说明（详细的化学品名），光写“Chemical product” 是不被接受的

5 - Medicines / pharmaceutical products: Limited to shipments consigned to businesses and

      an import license can be required from the consignee. All drugs for personal use are

      limited to pharmacy imports and the name of the pharmacy must be shown on the waybill and

      invoice

      药品和制药类物质，仅仅限于收货方为公司，收货人需要提供进口许可证。所有个人用的药品仅仅限于

      发给药店，运单和发票要都要注明药店的名字。

6 - Textiles (finished and unfinished), fabrics: An import license is required if the

      country of origin is Asia, Middle East or Africa. Samples of unfinished textiles are

      limited to 1 per consignee per day and 5 pieces per article. Invoice should state "samples

      of no commercial value".

      如果纺织品产于亚洲/中东/非洲，价值高于22欧元的需要准备原产地证，没有原产地证，只能把衣服剪烂

      （can’t be used any more）.纺织品的样品只能是同一个收货人在每天接受5种不同的样品，并在发票

      上注明 “sample of nor commercial value”.

      德国海关针对中国过去的所有货物都要求提供商业发票，而不是形式发票，如果被海关发现提供虚假的申报价值，

      就会进入德国海关的黑名单（black list），再次出口到德国的时候，海关系统自动会批复查验（inspection）

7 - Customs Deadlines: Please keep in mind that Customs deadline in Europe is 20 Days from

      arrival date into Europe (including week-ends and holidays).

      出口到德国的货物，必须在20天之内清出关（从ETA算起，包括休息日和节假日）

8 - Free domicile If the shipment is consigned to a FAIR, Exhibition, or Hotel Guests, then it

      is required to be alerted as Free Domicile. Otherwise, the shipment will be held waiting for

      the payment amount to be received before the clearance is initiated, which is a process that

      takes a lot of time. For Freedomicile service there will be a 37 EUR (ADMIN fees) plus duties

      and taxes as per customs receipt

      如果货物时参加展览会或者宾馆，这种情况可视同收货人支付全程的费用（运费加目的地的税费）。否则的话，

      货物将一直在海关扣押直到缴纳所有的费用。对于这种服务，Aramex要另外加37Eur的手续费。（背景 a货物参

      加展览会，中国的客户可以向中国国际贸易促进委员会申请ATA单证册，可以免予缴纳进口税费;Free domicile,

      是一个贸易惯用语，就是发货人支付去全程的所有费用，相当于door to door+DDP）

Great Britain (GB) - ARAMEX 英国

基本介绍

英国的全称是“大不列颠和北爱尔兰联合王国”，领土面积包括四部分：英格兰，苏格兰，威尔士和

北爱尔兰。首都伦敦（London）。英国第一大城市及第一大港，欧洲最大的都会区之一兼世界三大金

融中心之一。英国虽然是欧盟国家，但是为了维护其金融中心地位，依然使用英镑。

时间

Customs working hours from Mon to Sun, 24 hours run excepting bank holidays.

除了银行假日以外，英国海关从周一到周日，每天24小时工作。

由于GMT是根据英国格林威治天文台的时间来确定的，所以英国的时刻如下：

冬季时间GMT；夏季时间GMT+1(BST)，冬季和北京相差8个小时，夏季相差7个小时。

申报价值在18英镑（GBP）或者22欧元以下的为低价值，相反则属于高价值。

Customs Specifications 清关详细

1 - The VAT number of the consignee is on the invoice for a fast and smooth customs clearance.

      为了顺利和快速的通关收货人的VAT No（增值税编号）

2 - Shipments containing medicines for resale require of consignee an import license from the

      department of Health. For prescription drugs, invoice should provide a full description

      of the constituent parts. For personal use, it is recommended to attach a copy of the

      doctor's prescription to the invoice. Delays may be expected due to customs inspection.

      药品邮寄到英国销售目的:收货人必须去得卫生部的进口许可证。对于处方药，发票上必须注明药

      品的组成成分以及含量；个人用的药品，最好把医生的解释说明附在发票后妙。但药品要接受海关

      的查验，由此产生延迟。

3 - Textiles (finished and unfinished), Fabrics: import license from the department of trade

      and industry required of consignee over 18GBP, except for samples, and gifts for one

      single item of clothing.

      纺织品和布样，申报价值在18英镑以上的话，收货人必须提供工业和贸易部的进口许可证。如果

      邮寄样品和礼品的话，只能发送一件，同时申报价值要在18英镑以下。

Malta (MT) - ARAMEX 马耳他

基本介绍

马耳他共和国（ The Republic of Malta），面积 316平方公里。由5个岛屿组成，其中马耳他岛最大，

面积246平方公里，多天然良港；第二大岛为戈佐岛，面积67平方公里。人口 40.6万人（2006年）。

主要是马耳他人，占总人口的90%，其余为阿拉伯人、意大利人、英国人等。马耳他语和英语为官方语言。

天主教为国教，信奉人数占98%，少数人信奉基督教新教和希腊东正教。首都:瓦莱塔（Valletta）,

通用货币为欧元。

Portugal (PT) 葡萄牙

基本介绍

葡萄牙处欧洲西南部，领土还包括大西洋上的海外领土亚速尔群岛和马德拉群岛。面积为92072平方

公里（２００５年１２月），人口1100万。位于欧洲伊比利亚半岛西南部。东、北与毗邻西班牙，

西南濒临大西洋。海岸线长８００多公里。地形北高南低，多为山地和丘陵。首都里斯本，通用货币

为欧元。

进口到葡萄牙，申报价值在22欧元以下的话，属于低价值，22欧元以上需要作正式报关。

Customs Specifications

1 - Non-document need to prepare commercial invoice, proforma invoice won’t be accepted

      by customs, regardless of the value.

      所有出口到葡萄牙的包裹，必须准备商业发票，海关不接受形式发票，不管申报价值的多少。

2 - On the invoice, the value of the blank diskette/CD-ROM/CD/DVD and the value of the data

      contained on the diskette/CD-ROM/CD/DVD must be stated separately. The reasons for

      importing must be mentioned.

      如果出口CD/DVD等，光盘的价值和其中包含内容的价值要分别显示在发票上，同时要标明进口的原因。

3 - Textiles (finished and unfinished), Fabrics: samples must be mutilated to be unfit for

      resale，or else certificate of origin should be ready if value over 22Eur.

      纺织品的样品出口到葡萄牙，必须剪烂，不适宜于销售；价值高于22欧元的纺织品需要提供原产地证明

4 - Chemicals, Cosmetics: import permit is required from the consignee.

      化工品和化学品进口到葡萄牙，收货人需要提供进口许可证。
