北美留学生教育现状及政策评析(全文 A DOI：10.16400/ki.kjdkz.2021.03.004 Analysis on Policies & Status of International Education in North America GUO Li （School of International Education，Wuhan University，Wuhan，Hubei 430072）
Abstract Canada is one of the most important provider of cross-border education，and also a hot destination of study abroad for Chinese students. Chinese students account for one third of the total number of international students in Canada. This article introduces to us the current situation of international students in Canada and Canadian federal government's policies on international education，and discusses the possible lessons we can learn from Canadian practices regarding foreign students' education in China. Keywords International students；foreign students' education；study in China 北美地^是世界上最大最主要的留学目的地，仅仅以ZG留学生为例，2021至2021学年度在美国高等教育机构注册的ZG留学生人数已逾32万，比上一年度强劲增长8%；而且ZG留美学生人数在全部留美学生输出国当中连续七年保持第一，占国际学生总数的三分之一。相 - 1 - 比其南方近邻美国，加拿大不是最大的留学生接受国，却是ZG学生出国留学的最热门的选择之一。因此，在探讨我国当前的来华留学教育政策时，加拿大的实践值得我们参考，我们不妨专门就此做国别分析和个案研究。
2021年初，加拿大联邦政府公布新的国际教育战略――《利用知识优势，推动创新与繁荣（Harnessing our knowledge advantage to drive innovation and prosperity）》，其中明确提出到2022年国际学生总数达到45万的目标。实际上，2021年加拿大国际学生总数近30万人，相较十年前增长84%；2021年加拿大国际学生为33.6万人，而且近几年的年增长率都在10%左右，因此我们认为，加拿大政府实现既定目标的希望很大。
